Job Summary:

The purpose of the Central Indiana Child Care Ministry Improvement Project is to assist registered child care ministries in six counties (Boone, Hamilton, Hancock, Hendricks, Marion and Morgan) identified by The United Way, achieve Voluntary Certification and achieve a level 1 (health and safety needs of children met) on the state wide Quality Rating System called Paths to QUALITY.  Paths to QUALITY is a system where each level builds on the foundation of the previous one, resulting in significant quality improvements at each stage, leading to national accreditation at the highest level. The system validates programs and providers for ongoing efforts to achieve higher standards of quality and also provides incentives and awards for success. Mentors will assist registered child care ministries in achieving level 1 and subsequently help with their transition to a Paths to QUALITY mentor which provides for further levels of advancement.

 

Education:

A minimum of a Bachelors Degree in Early Childhood Education, Child Development, Developmental or Child Psychology, Elementary Education or closely related field.

 

Knowledge: 

Must possess extensive experience in developmentally appropriate practices in child care settings and possess knowledge of child development and appropriate child care practices and knowledge of state standards and requirements.  Position also requires knowledge of child development pre birth-age eight years as well as the various types of child care and unique characteristics of the following types:  family child care homes, centers, and ministries.  The candidate must also understand and have a solid working knowledge of the ITERS and ECERS ratings scales and possess the ability to teach, guide and mentor adults. A working knowledge of computers and Microsoft Office products is required.

Work Environment:

While performing the duties of this position, employees are subject to constant interruptions, are often under severe time constraints and are in direct contact with the public, students, and employees. Negative interactions resulting from these contacts can result in stressful situations. Job tasks are performed in close physical proximity with children and adults.

 

The child care environment is often loud. While performing the duties of this job, the employee works in several indoor environments including multiple child care settings, meeting rooms and the office. Additionally employees will work in outdoor environments including on or near student playground equipment.

 

The ability to drive a vehicle to attend off-site meetings, trainings or assist at multiple child care sites is required. PURPOSE OF POSITION:

United Way of Central Indiana (UWCI) has two overriding priorities: 1. sustaining vital human services and 2. Ready to Learn and Ready to Earn.  The first priority is accomplished primarily through a network of over 100 partner agencies.  The second focuses on assisting the community through educational efforts to increase the graduation rate of students. This position provides project management expertise for functions related to the Success By 6 (SB6) early childhood initiatives of Ready to Learn, Ready to Earn.

 

This position will coordinate and implement the Central Indiana Child Care Registered Ministry Improvement Project. The 18-month project is supported through a grant from the Indiana Family and Social Services Administration’s Bureau of Child Care, with funding from the American Recovery and Reinvestment Act (ARRA). The goal of the project is to improve the quality of unlicensed registered child care ministries in Boone,

Hamilton, Hancock, Hendricks, Marion and MorganCounties. The child care project manager will work closely with subcontractors, vendors and other partners to ensure that the goals and outcomes of the grant and the project are achieved.

 

EXPERIENCE, SKILLS AND QUALIFICATIONS:

Bachelor’s degree in social work, education, child development or other related discipline with 3-5 years relevant experience in early childhood institutions, programs or services. A graduate degree is preferred. Effective written and verbal communication skills, a demonstrated interest in early and elementary education and the ability to effectively manage a multifaceted project in multiple environments is required. Experience with government contracts is preferred. Attention to detail and comfort with technology is important. Experience in working with faith-based programs is a plus.  Must have effective organizational and interpersonal skills, particularly skilled at relationship-building, with an attitude toward achieving outcomes.  Initiative, detail and team orientation are essential. Reliable transportation is required.

 

 

DUTIES AND RESPONSIBILITIES:

Under the direction of the Success By 6 Director:

  •  Coordinate and implement strategies that accomplish the goals and outcome of the Central Indiana Child Care Ministry Improvement Project, which include managing various efforts that result in significant improvement in the overall quality of up to 60 unlicensed registered child care ministries.
  •  Manage contracts (including payments and invoices) and relationships with project partners, including: churches, child care ministries, child care resource and referral agency, evaluators, vendors, construction managers and architects.
  •  Fulfill state and federal (including ARRA) reporting requirements on a weekly, monthly and quarterly basis; and stay up-to-date on the expectations of the grantor (Indiana Family and Social Services Administration).
  •   Develop and monitor ongoing data management related to the goals and outcomes of the project.
  •   As a member of the SB6 team at UWCI, attend internal and external meetings to maintain continuity of work, provide regular reports and updates and become fully-integrated into the UWCI organization.
  • Ensure, through contracts and partnerships, that UWCI achieves main objectives of the project:

o        Identify 60 registered child care ministries to participate in a 18-month quality improvement effort.

o        Provide ongoing intensive mentoring to 60 registered child care ministries through partner organization.

o        Assess the overall quality of the learning environment of each child care ministry (through an external evaluator).

o        Provide mini-grants to improve the learning environment and caregiver skills of the registered ministries.

o        Improve the facilities (through construction partners) of selected registered ministries in alignment with the Voluntary Certification Program.

o        Enable (and encourage) selected registered ministries to participate in Indiana’s Paths to QUALITY rating system.

  •  Promote a cooperative spirit within the organization and among internal and external UWCI participants.
  • Perform other duties as assigned.
